| Description: | This study is about Iran's policy towards and relations with the People's Republic of China during the post-Cold War era. Over the past few decades, the policy and relations have undergone fundamental changes, shifting from hostility and distrust during the Cold War to engagement and partnership during the new era. Presently, China is Iran's most important economic and diplomatic partner. What explains this transformation? The study builds on a neoclassical realist model to explain the shift. Methodologically, it adopts the method of process-tracing and within-case analysis to identify the key factors driving and shaping the transformation of Iran's China policy since 1990, under the Hashemi, Khatami, and Ahmadinejad administrations. The main finding of the study is that the changes in Iran's China policy have been the result of a combination of multiple factors at both structural and domestic levels. It argues that structurally, the shift from bipolarity to unipolarity has led to the ascendancy of the United States as the world's sole superpower. This has allowed Washington to pursue hegemonic policy against Iran, exerting tremendous pressure to Tehran. On the other hand, China's rise in the world economy, its growing energy needs, as well as its strategic interests vis-a-vis the West and the Middle East have provided systemic opportunities for Iran's external policy. Domestically, Iran's internal politics, its post-war economic imperatives, and its leaders’ perceptions of the systemic pressures and opportunities since 1990 have functioned as the intervening factors in influencing Iran's China policy throughout this period.,Ph.D. |
