Description: Kajian ini bertujuan untuk mengkaji status perlaksanaan Sistem Pengurusan Keselamatan dan Kesihatan Pekerjaan (SPKKP) yang terdiri daripada lima elemen utama iaitu Polisi, Organisasi, Perancangan dan Perlaksanaan, Pernilaian dan Langkah Penambahbaikan di klinik kesihatan Kementerian Kesihatan Malaysia (KKM). Ia melibatkan 865 responden dan 241 buah klinik kesihatan di Semenanjung, termasuk Sabah dan Sarawak dengan menggunakan soalselidik jenis Skala Likert. Analisis dijalankan dengan mengguna SPSS, ujian ANOVA, ujian-t dan ujian pekali Korelasi Pearson untuk memastikan kebolehpercayaan hasil yang diperolehi. Bidang kajian ini meliputi juga persepsi responden terhadap skop perlaksanaan SPKKP, mengenalpasti hazard dan risiko, kecederaan dan kemalangan tempat kerja, masalah yang dihadapi dalam perlaksanakan SPKKP serta mengenalpasti amalan Tatacara Kerja Standard (SOP) yang dilaksanakan di klinik kesihatan. Hasil kajian mendapati 81.7% (707) responden menyatakan bahawa SPKKP tidak dilaksanakan di klinik kesihatan. Kajian juga mendapati 50.6% (438) responden tidak mendapat latihan keselamatan dan kesihatan pekerjaan. Walaubagaimanapun 76% (657) responden pernah mendapat latihan langkah pencegahan yang universal (LPU). Diantara hazard dan risiko yang dikenalpasti di klinik kesihatan adalah hazard fizikal, hazard kimia, hazard biologi, hazard psikososial dan hazard ergonomik. Bagi kemalangan tempat kerja pula didapati 23% (199) responden pernah mengalami kejadian tercucuk jarum dan 9.3%(80) responden pula pernah mengalami kejadian tersebut lebih daripada sekali. Sebanyak 37.3% (323) responden pula menyatakan bahawa mereka berada pada risiko yang tinggi untuk terdedah kepada kemalangan tercucuk jarum ketika berkhidmat. Didapati juga 19.1% (165) responden pernah mendapat jangkitan bakteria dan 42.3% (370) responden mempunyai risiko yang tinggi untuk dijangkiti HIV ketika bertugas. Kajian juga mendapati 50.9% (440) responden menyatakan bahawa kesedaran terhadap SPKKP adalah rendah dan ini merupakan antara halangan perlaksanaan secara menyeluruh SPKKP di klinik kesihatan. Hasil kajian ini juga mendapati keperluan untuk SOP KKP khusus bagi klinik kesihatan.,The aims of this study is to examine the status of implementation of Occupational Safety and Health Management Systems (OSHMS) which consists of Policy, Organization, Planning and Implementation, Evaluation and Improvement measures in health clinics Ministry of Health Malaysia (MOH). The study involved 865 respondents and 241 health clinics including Sabah and Sarawak by using Likert scale questionnaire.The analysis was conducted using SPSS, ANOVA, t-test and Correlation Pearson test to ensure reliability of the results. Areas of study include perception regarding the scope of the implementation OSHMS, identifying hazards and risks, workplace injuries and accidents, the problems faced in implementing and practices of OSHMS and also the implemention of Standard Working Procedure (SOP) in the clinic. The study found that 81.7% (707) of respondents stated that OSHMS was not performed at the clinics and found that 50.6% (438) of the respondents did not get OSH training. However, 76% (657) of the respondents had received universal precautions (UP) training. Among the hazards and risks identified at the clinics are physical hazards, chemical hazards, biological hazards, psychosocial hazards and ergonomic hazards. For workplace accidents the study found that 23% (199) of the respondents had experienced a needle stick injuries and 9.3% (80) respondents had experienced more than one incident. About 37.3% (323) of the respondents indicated that they are at high risk for exposure to accidental needle stick injuries while serving. While 19.1% (165) of the respondents had got a bacterial infection and 42.3% (370) of the respondents have a high risk of contracting HIV while on duty. The study showed that 50.9% (440) of respondents stated that awareness of OSHMS is low and this is a obstacles in implementation of OSHMS comprehensively at health clinics. The result of the study also showed that there is a need for specific SOP in health clinics MOH Malaysia.,PhD
