dc.descriptionEnglish Language learning has been a perennial problem among Malaysian students. In spite of the many measures and steps taken, the problem remains unabated. This study explores how the English language Club (ELC) can provide a useful out-of-class language learning environment for students with low English language proficiency. Currently, the functioning and operation of the ELCs have been carrying on within a paucity of research. This study aimed to explore the significance of the ELCs in promoting language learning. It explored the teacher-advisors’ views and experiences on the factors that affect the ELCs, the difficulties they face, their opinions on ELC’s success factors and their suggestions on ways to improve their practices. Mixed methodologies were used. A quantitative survey targeting 250 teacher-advisors from 170 government secondary schools was administered. This was followed by interviews with ten teacher-advisors from the various divisions in the state of Sarawak and two field observations. The findings show that while the teacher-advisors carried out the ELCs according to the Education Ministry’s stipulations, much more was needed to energize the ELCs to make them effective purveyors of language learning. Five factors were studied in relation to the ELCs: The teacher-advisor factor; the student factor; the activities factor; the Internal and external factors. In order, to make ELCs successful, the teacher-advisors opined that support from school, parents and the public sector was required. Furthermore, to improve workings of the ELCs, they were certain that they needed special courses and training, while requiring more commitment from their students. They declared that better funding and parental support could make a huge impact on the effectiveness of the ELCs. Implications of the study are that proper teacher training, better techniques and approaches in carrying out activities and bold policy initiatives need to be enacted to ensure efficient and effective ELCs for promoting language learning in all schools.,Ph.D-
