The teaching professions face changing demands, which require a new, broader and more sophisticated set of competence than before. In fact, the incorporation of digital technologies in education has transformed the teaching practice, which realizes the concept of digital learning. Past studies have consistently emphasized that the use of technology in classrooms to teach languages has had a high positive impact on learning among students. However, to date, no study delved explicitly into the notion to evaluate the different factors that affect the pedagogical digital competence (PDC) among the English as Second Language (ESL) lecturers. The study is mapped by the constructs derived from Krumsvik's Teachers' Digital Competence Model and Vanderlinde & Van Braak's E-capacity Model. Therefore, the purpose of the study is fourfold: first, to examine the relationship of ESL lecturers' digital competence (basic digital skills, didactic ICT-competence, learning strategies and digital Bildung) and second, the relationship of ESL lecturers' organizations' conditions (professional development, organizational infrastructure and strategic leadership) towards PDC. Thirdly, to explore the practice of adoption, adaptation, appropriation, and innovation in the PDC among ESL lecturers. Finally, the study also aims to design a framework to facilitate the development of PDC among ESL lecturers. This mixed-method explanatory study utilized both quantitative and qualitative approaches in order to obtain the data including questionnaires distributed to 233 ESL lecturers, and 14 in-depth interviews with ESL lecturers. The quantitative data was used to support the qualitative data in order to triangulate the study. The data collected was analysed using description means and regression via SPSS 23 statistical analysis, whereas the in-depth interview transcriptions was analysed by Nvivo 12 software to define the themes and codes that have emerged. The results revealed a significant correlation between the ESL lecturers' digital competence and the organizations' conditions towards PDC. The results also further revealed in-depth findings into the lecturers' use of ICT in the context of digital tools utilized, technological challenge faced as well as the ethics of navigating the online world. By the same token, the triangulation of data endorsed that the higher the levels of ESL lecturers' digital competence (basic digital skills, didactic ICT-competence, learning strategies and digital Bildung) and ESL lecturers organizations' conditions (professional development, organizational infrastructure and strategic leadership), the greater the levels of PDC and its benefits towards classroom teaching. The findings contributed to the development of a multimodal design framework for Malaysian ESL Lecturers' PDC and expected to promote the quality of digital skills among ESL lecturers in Malaysian Higher Institutions. In addition, this study contributes to the growing body of knowledge on ESL lecturers' digital competence and organizations' conditions in linking with PDC, a topic which is still in its infancy stage in Malaysia. This increases the value of the findings and is highly relevant to bridging the gap in the slowly growing literature of Malaysian ESL Lecturer's PDC. Finally, the study also extends the application of the underpinned theories and their tenets in explaining the ESL lecturers PDC which contribute to the body of knowledge.,Ph.D.-
