dc.description | This research dwelled with local authorities' efficacious attempts in managing cities in the ethos of global competitive mode and reckoned that their pragmatism is sometimes downplayed by heretic behavioral traits among workforce. Posit as the research statements, the underlined reality is caveat to the dialectic behaviors resembling ignorance, resentment and dissonance that have much consumed the credence of local authorities. In synthesizing, a case study was established where Dewan Bandaraya Kuala Lumpur (DBKL) is selected based on its commendable approach to city governance whilst merits KL city to display the characters of global urbanism. As the research is exploratory based, it is aligned deductive logic in the line of inquiry to determine the unknown subliminal subjectivities that underlined heretic behavioral traits and relied on mixed mode methodologies in the analysis. A total of 203 respondents representing different management tiers are selected. As the sample frame is not proportional distributed by domain, Disproportionate Stratified Random Sampling (DSRS) technique is appropriately used so as the unit of analysis representing each domain will have an equal chance on being selected. Based on the returned interviews, the survey reliability is achieved with 95% confidence level and error of 5%. Having established the definitive causal relationships, the governmentality of each management domain is measured against the independent test variables identified as self-efficacy. As the research's reliability is observed throughout, the precise level of measurements is scrutinized to determine the differentiations to the pattern of governmentality among the management tiers, where the Kruskal–Wallis one-way analysis of variance by ranks techniques is used. Having analyzed, this research holds its validity, when the tenet of learning organization and the acculturation of its values ensued by local authorities in Malaysia in the ethos of competitive global cities are yet, never fully realized. It is concluded that structural functionalism approaches in attaining bureaucratic efficiency has had always downplayed workforce subjectivities or any cognitive sense of free choice, which thus delimit local authorities into being a learning organization.,Ph.D. | - |
