dc.descriptionComputers have become a necessity of life, mostly because they provide a gateway into the World Wide Web. The web-growth as a platform for online-learning makes the Web an essential technology; hence the accessibility issues in Web applications are vital. This includes the Hearing-Impaired Individuals. The objective of this research is to design and develop a constructive E-learning web-portal of ICT Education courses, especially for the Hearing-Impaired Individuals, and evaluate the ICT courses constructed from the E-Learning Portal developed, based on their knowledge in using the Web-Portal. The Methodology of this research was divided into two main phases; first, the design and development phase, and second, the implementation and evaluation phase. For the first phase, in designing this research, questionnaires, interviews and observation was conducted, and in the development phase, this research applies the open source learning management system (LMS) "Moodle", to create effective online learning sites for the ICT Education courses. For the second phase, a total of 3 schools executing the Hearing-Impaired Education Program from the whole of Malaysia were the research locations. This brings a total of 52 Hearing-Impaired Students from Form 4 and Form 5 of the Secondary Level as the research sample. In the evaluation phase, questionnaires for the teachers, the students and the expert evaluators are the research instrument involved in this research. Among all the ICT courses, the Computer Graphics course has the majority chosen by the Hearing-Impaired Individuals, mainly for reasons like enhances deaf-creativity. Thus, the evaluation of this E-Learning web-portal entitled "e-HearMe" was developed based on the knowledge towards the e-learning portal of the ICT course.,Ph.D-
