Description: Value Engineering (VE) is a systematic approach for evaluating engineering problems such as optimizing costs and time while enhancing functional operations and quality specifications through ameliorating value attributes. Most problems are caused by the following: lowest quality in highway construction, construction cost more than budgeted cost and wastages in construction materials. The aim of the study was to identify and establish major criteria of VE in highway construction projects and rank them in order of their importance, and to develop value engineering model for highway construction (VEHC). The study was conducted in the province of Kohgilouyeh and Boyerahmad (KB), Iran and was carried out by questionnaires with the highway construction project management organizations. This research first selected many of the criteria given by the experts in the highway and transportation institutions and other experts involved in the projects. 27 of these criteria were chosen and used in preparing questionnaires for the pilot study with the experts. Consequently, 20 criteria were chosen based on the respondents feedback and used in the actual questionnaires study. These questionnaires were distributed to 400 experts in highway construction projects and the 72 completed questionnaires received were analyzed using the method of factor analysis and software namely Reviewer (R). Eight criteria were eventually used as the based criteria for VE development in highways construction (HP) projects. The study considers two approaches namely quantitative and qualitative. Two of criteria namely cost (C) and time (T) were selected to measure quantitatively from 52 out of 82 projects. The remaining six criteria namely quality (Q), construction material (CM), aesthetic (A), environment (E), expert human resource (EHR) and trouble-free project implementation (TPI) were used in qualitative study. 250 qualitative questionnaires were prepared and were manually distributed to the members involved in HP projects. Only 104 of the questionnaires were returned and analyse using linear regression technique and Statistical Package for Social Science (SPSS) and R software. For criteria prioritization, seven out of 30 questionnaires using pair wise comparison were returned and analyse by Analysis Hierarchy Process (AHP) technique and Expert Choice (EC) software. Six models were developed from this study of which the optimum model for VE in Highway Constructions (VEHC) = 4.148 - 0.2042T - 0.000002918C + 0.4372Q - 0.1773CM + 0.2555EHR. Finally, the criteria were ranked from the optimum model commencing the most to the least important namely C, T, Q, CM and EHR.,Ph.D
