dc.descriptionThe road construction industry significantly contributes to the socio-economic development of a country. However, road construction industries all over the world, including Libya, are facing serious problems related to construction delays, which result in higher costs for the Department of Transportation and contractors as well as cause great inconvenience to the public. The challenges faced by road construction projects in Northwest Libya have resulted in the late delivery of road construction supplies and increased the number of problematic and abandoned projects. Consequently, these delays will result in cost overruns and quality degradation. However, previous studies have ignored the way various delay factors work together, the effect of road construction delay and the relationship between these factors and their effects. Therefore, these delay factors and effects, as well as their relationship, must be reviewed to assess the performance of road construction projects in Northwest Libya. This research aims to examine and analyse these factors and their effects on road construction projects conducted from 2005 to 2014 and to address the delays in project delivery. This study also develops a structural model of road construction delay and determines those groups that greatly contribute to road construction delay through a questionnaire survey. This model includes 59 delay factors clustered into eight groups and 12 delay effects clustered into three groups of road construction delay. These factors and groups were validated by 31 road construction personnel (contractors, consultants and owners) in the pilot study. A total of 256 questionnaires were returned for the main study, thereby yielding a 71% response rate. The data analysis was performed by using the AMOS software and a structural model of road construction delay was developed by using structural equation modelling and this model includes 33 delay factors and 10 delay effects. This model is deemed fit as the coefficient of determination (R²) of road construction delay was 0.48 (R² ≥ 0.26 = substantial). The model shows that all eleven groups are significant with p-value > 0.05, thereby suggesting that all fit indices satisfy the proposed value range assumed for the model development. The analytical results also reveal clear correlations amongst the key factors and effects of road construction delay, and such correlations are used as bases for addressing the future negative effects of road construction delay. The model also shows that the contractors group and effects of financial activities, specifically 'time and cost overrun as well as poor quality', have the highest effects on road construction delay. Finally, these findings were validated through the case study of 53 road construction projects completed between 2005 and 2014. Also, these findings were validated by 12 experts of construction practitioners who agreed that contractor group of factors contributes the highest amount of construction delay. In this group should avoid inexperienced contractor's manpower and difficulties in project financing during construction works to reduce the construction delay.
