dc.description.abstractThis quantitative qualitative study discussed the management of endowments and the development of their systems in the Sultanate of Oman. The problem was the existence of administrative, technical and legal deficiencies in the management and systems of endowments, and these systems consist of the amended Endowment Law 2000, the executive regulations of the Endowment Law and its amendments, and the institutional governance guides for public and private charitable endowment institutions, when the Ministry handed over endowments to agents of endowments, some of whom are not Academically or administratively qualified. The study aimed to investigate the role of the Ministry of Endowments and Religious Affairs in managing endowments, the role of the ministry in implementing social human rights and sustainable development, diagnosing the obstacles facing the ministry in developing endowment systems, and the ministry's role in achieving Oman's vision 2040. The researcher used the descriptive analytical approach, and the study population consisted of 200 employees, that included 10 managers and heads of departments for endowments and the Bait Al-Mal, 90 endowment agents, 50 endowment supervisors, and 50 administrative employees in the department and department of endowments and the (Bait Al-Mal). A comprehensive sample was taken due to the small size of the study population. To collect quantitative data; the researcher designed a questionnaire of 39 statements distributed in 3 axes. In the qualitative approach; the interviews were conducted with Oman Vision staff, to enhance the quantitative data. The findings revealed that: The role of the ministry in managing and developing endowment systems; It was average. And the large number of amendments to the list of endowments came to a high degree. The establishment of projects capable of preserving the endowments and developing its resources came with a very weak estimate. The realization of human rights and the promotion of sustainable development were given an intermediate rating. As for the axis of obstacles; First, the obstacles related to the ministry came to a very high degree, and secondly the obstacles related to the environment came to a high degree, then the obstacles related to endowment agents to a high degree, and finally the employees. As for the results of the individual interviews, they provided supportive data for the quantitative data in two main axes: people and society, and the economy and development axis. The researcher recommended the need for Ministry to develop regulations that regulate waqf work, pay attention to the qualifications of waqf supervisors, and the supervisory authority follow up on waqf work to administer it.en_US
