dc.description | A Learning Management System (LMS) is a web-based software application that is used to organize, implement, and evaluate the education process. There are about 40 LMS packages released under Open Source Software (OSS) licenses. Each package has important criteria to which each decision maker will give a different weight. Choosing the appropriate software is an important aspect of management of information systems. Selecting the wrong OSS LMS package may affect the business processes and functions of an organization. Therefore, this study aims to provide a framework for evaluating and selecting the best OSS LMS based on a multi-criteria decision method. A prototype system is then developed to test and execute the evaluation and selection method. The criteria for evaluating the OSS LMS packages were determined from the literature and experts’ review. Those criteria that have been established have been tested through an experiment using a virtual machine in which nine OSS LMSs are used as samples. Ten respondents are involved in this process, which required the respondents to execute the tasks regarding on the established criteria. This study integrates two multi-criteria decision methods namely the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in order to determine the most suitable OSS LMS. The AHP method is used to assign weights for each criterion, while TOPSIS is used to rank and select the most suitable OSS LMS. The prototype system is developed using rapid application development. The outcome of this study is a list of quality characteristics that can be used to evaluate OSS LMS packages. Moreover, multiple criteria decision methods that integrate AHP and TOPSIS technique to calculate the weight of each criterion and rank OSS LMSs systematically is produced. The prototype can help the decision maker in evaluating and selecting the best OSS LMS easily.
