Description: Secara umumnya liberalisasi perbankan adalah bertujuan untuk meningkatkan prestasi bank, namum kesannya terhadap kecekapan bank adalah tidak memberangsangkan. Berlainan dari kajian-kajian masa kini yang lebih menumpukan kepada perspektif makro, kajian ini mengisi jurang bagi kajian lepas dengan mengkaji kesan sebelum dan selepas perlaksanaan setiap komponen liberalisasi perbankan; iaitu kelonggaran syarat kemasukan bagi bank asing, negara asal pemilikan bank dan liberalisasi kadar faedah; ke atas lima komponen kecekapan bank iaitu kecekapan teknikal, teknikal tulen, skala, kos dan alokatif. Kajian ini adalah berdasarkan 300 pemerhatian yang terdiri daripada bank tempatan dan asing di Malaysia dari tahun 2000 ke 2012. Kaedah Analisis Pengumpulan Data (DEA) telah digunakan untuk mendapatkan kecekapan bank diikuti dengan model regresi Tobit untuk menguji hubungan di antara liberalisasi perbankan dan kecekapan bank. Kajian ini mendapati tiada hubungan yang signifikan di antara kelonggaran syarat kemasukan bagi bank asing dan kecekapan bank. Bagi negara asal pemilikan pula, bank-bank asing mengatasi bank-bank tempatan bagi kecekapan skala, namun ia terjadi disebaliknya untuk kecekapan alokatif. Sebagai tambahan, liberalisasi kadar faedah telah menurunkan kecekapan teknikal, skala dan kos bagi bank-bank tersebut. Penilaian individu setiap prestasi kecekapan bank mendedahkan prestasi campuran bagi bank yang berasal dari luar negara dalam kedua-dua senario liberalisasi perbankan (kelonggaran kemasukan bank asing dan liberalisasi kadar faedah). Prestasi bank-bank tempatan didapati sederhana berbanding dengan bank-bank asing. Penemuan mendapati pelaksanaan usaha-usaha liberalisasi perbankan gagal membawa peningkatan kepada kecekapan bank-bank di Malaysia. Oleh itu, hasil kajian ini akan memberikan panduan kepada pembuat-pembuat polisi bagi sebarang usaha untuk menilai keberkesanan polisi-polisi liberalisasi perbankan.,It is widely noted that the banking liberalization is implemented to improve the bank performance but its impact on the bank efficiency is far from satisfying. Unlike current studies which mainly focus on the macro perspective, this study fills the gaps in the literature by examining the pre and post individual impact of each banking liberalization component; namely relaxation on foreign bank’s entry, origin of the bank ownership and interest rate liberalization; on five components of bank efficiency which are technical, pure technical, scale, cost and allocative efficiencies. This study is based on 300 observations of domestic and foreign Malaysian banks between 2000 and 2012. The Data Envelopment Analysis (DEA) approach is used to find the bank efficiency followed by Tobit regression model to test the relationship between banking liberalization and bank efficiency. The study discovers no significant association between the relaxation on foreign banks’ entry and bank efficiency. As for the origin of bank ownership, the foreign banks outperformed their domestic counterparts in the case of scale efficiency, but the reverse is true for the allocative efficiency. Moreover, this study finds that the interest rate liberalization reduces the technical efficiency, scale efficiency and cost efficiency of the banks. The individual assessment of each bank efficiency performance reveals the mix performance of foreign originated banks in both banking liberalization scenarios (relaxation on the foreign banks’ entry and interest rate liberalization). The domestic banks’ performance is found to be moderate as compared to the foreign banks. The findings suggest that the implementation of the banking liberalization efforts fail to bring the efficiency gains for Malaysian banks. Therefore, these findings shed some lights for the policy makers in assessing the effectiveness of the current banking liberalization policies.,PhD
