Description: The main purpose of business is to create value. The issue of value creation becomes more appealing in multi-sector partnership such as Public Private Partnership (PPP), given each partner has different perspective of value and priority due to their distinctive obligations to their own set of stakeholders. PPP is a profit-seeking partnership that focuses on rent-generating projects but concurrently has obligation to create value for the community. This partnership needs a mechanism that will not only fulfill their goals and obligations but also the goals and obligations of their partners. The objective of this study is to explore commercial and social entrepreneurship as the mechanism that create value in PPP with government intervention as the external factor that moderates the relationship between these value creation mechanisms and sustainable performance. This study adopts quantitative, firm-based analysis to examine the relationship between commercial and social entrepreneurship, government intervention and PPP sustainable competitive advantages. A cross-sectional design using survey questionnaires is used to find the predicting dimensions. The main data analysis uses component-based SEMPLS technique using computer software SmartPLS V.2. M3. The findings of this study showed that most of the analytical conceptual framework for value-based partnership, which was developed from multi-theoretical foundations, was significantly supported. The results indicate government intervention and both commercial and social entrepreneurship as the significant predictors of PPP sustainable performance propositions. The moderating analysis result shows that government intervention has negative impact on the relationship of commercial entrepreneurship and PPP sustainable performance, however it has no significant impact on the relationship of social entrepreneurship and PPP sustainable performance. In this study, the discussions on PPP were made based on established theories from the strategic management and public policy. This study believes that government agencies should not depend only on government intervention to make sure that public interest is protected. The public managers need to balance government intervention with entrepreneurship to achieved sustainable performance. Although there is no standard approach to ensure the success of PPP, this study has taken an important step to supplement previous works on PPP success. Hopefully, the proposed value-based PPP model will help public and private firms understand the strategic paths undertaken to achieve the desired value outcomes. The findings of this study offers guidance to the government in its effort to exert its right to intervene. Government agencies should understand that no one set of intervention is suitable for all PPPs. All partners of PPP should understand what is crucial for them in building value based partnership to improve PPP’s sustainable performance to achieve mutual sustainable competitive advantage.
