dc.descriptionThe purpose of this research is to propose a framework for effective Information Technology Governance (ITG) in public sector where governance becomes integral in their strategic and operational processes. ITG is a control framework that deals with the distribution of decision making over components which allow IT organization to sustain and extend their strategies and objectives. In public sector, the traditional approach of ITG concept focuses largely on value creation and the centralization/decentralization of IT functions and management. However, there are different interpretations and variations of ITG implementation which demonstrates the lack of standardization within the area. Most implementations are also inadequate because they do not address the multi-dimensional requirements needed to mitigate risks, realize full potential of IT capabilities, optimize IT resources and deliver superior IT value. This qualitative evaluation research is exploratory in nature following a case study methodology. We triangulate feedbacks from various data gathering exercises such as interviewing top level management and analyzing relevant documents. The results form the basis for effective ITG for Public Sector. Our proposed ITG framework, first, assess the current state of coordination mechanisms of an agency in carrying out ITG and second, ensure an effective ITG implementation according a practice-related dimension. The setting requirement for assessment are the structure, processes and rational orientation, while the practice dimensions are corporate ITG, management, operation and customization. CIO, senior executives and IT professionals can tailor this framework for better control of their desired outcomes. They can optimize IT practices-related focus that have a significant effect on ITG performance that lead to an improvement in public service delivery. Our findings serve as a point for researchers to further examine IT governance. In particular, there is an opportunity to further examine the role of ITG in different culture, context and practices of public sector.
