Description: | Tripoli was restored to the sovereignty of the Ottoman caliphate after the petty kingdom of Qarmanli fell. During the period, there were many changes occurring in terms of new politics and administration. This was conspicuous in the Ottoman reformation movement that began in the era of Sultan Salim III and ended when Sultan Abd al-Hamid II appeared and declared the suspension of the constitution. The governorate was subject to influence with the appearance of the era and subject to reforms. Besides, the attitudes of several western nations (colonizers) competing one another to divide the treasure of the Muslim prefecture is a clear indicator to the significance of the governorate. However, the instability of the administrative system, the greed of the outsiders who desired in occupying the prefecture and the ignorance of the Ottoman of the desire of the outsiders made the Italians capable of occupying the prefecture. The objective of this study is to find out the factors in restoring the sovereignty of Tripoli to the Ottoman besides bringing to light who the main player in the uprising. This study also seeks to stress the effect of the outside pressure on the decisions of the Ottoman politic and governance of the affected prefecture, besides crystallizing the hidden factors in the drawing of the Ottoman troops from the prefecture and analyzing the attitude of the Tripoli authorities towards the Italian occupation of the governorate. This study adopts historical analysis method by collecting academic materials, criticizing references, and analyzing and structuring historical events in order to establish their sequence and relation. As of the main finding, the strategic location of the governorate of Tripoli drew the attention and occupation of the competing Western nations. They conspired to throw the Ottoman caliphate as indicated in international conferences and in the French occupation of Algeria. It is also found that the establishment of Humayyun organizations and the declaration of the constitution did easily not materialize without the outside pressure on the sovereignty of the Ottoman caliphate. In the meantime, the organizations succeeded in carrying out their political and administrative developments in the governorate. As for the Ottoman, they were well aware and abruptly realizing the organizations. Thus, the fall of the governorate of Tripoli into the hand of the occupiers took a long time compared to its neighbouring states of such Tunisia and Egypt. Incidentally, the series of reformation being implemented aroused the rebels to oppose the Italian occupation.
