Description: The business environment is essential for firms to operate optimally and create wealth. The performance of all firms, both small and large, is shaped by the business environment in which they operate. A good business environment makes it easier for firms to enter and exit markets and contributes to higher productivity, faster growth and job creation. Doing business in Libya is far from being easy or efficient, where entrepreneurs in Libya compared to their peers do not enjoy a business friendly environment, or flexibility in doing business and establishing small and medium sized enterprises.Improving the Libyan business environment is a key policy instrument to promote Libyan economic growth and to mitigate the institutional, legal, economic and social factors. The objective of this study is to investigate the relationship between the business environment and firm performance in manufacturing firms in Libya. This study used a survey as a method of data collection. A total of 337 manufacturing firms constituted the sample of the research. The study used a random sampling technique to select respondents for the study. Questionnaires were distributed to manufacturing firms in three big cities: Tripoli, Benghazi and Misurata, and 207 questionnaires were analysed. The study employed the Structural Equation Modeling (SEM) technique for data analysis. Empirical results proved strong evidence of the impact of following variables: business regulation, finance, crime, human capital and competition on the firm��s performance. The results of this study, however, did not reveal any significant effect of corruption on firm��s performance. Thus, policies that would build an efficient and modern financial system, develop a good infrastructure together with a compatible information technology infrastructure and the elimination of crime would play a significant role in improving the business environment and increasing firm��s performance in Libya.,Ph.D.
