dc.description | The dominant use of a ��dumpsite�� in Kota Bharu, Kelantan has been causing undue circumstances with regard to the environment and public health, unparalleled with the progressive Act 672 for advancement in solid waste disposal methods. The current operating landfill in Beris Lalang is causing cases of water pollution and the dispersion of vector borne diseases. There have been attempts to instil basic requirements of a sanitary landfill in the operating landfill, but the efforts were halted due to financial pressure and lack of experts. This study aims to assist policy makers to identify demand for sanitary landfills by estimating its non-market value by employing Choice Modelling (CM) and the Contingent Valuation Method (CVM). Both techniques are survey-based methods to determine the willingness to pay (WTP) of the households. The survey took two months for completion by approaching 624 respondents in Kota Bharu and Bachok. The study areas were stratified into four blocks by randomly approaching 156 respondents within a block. In CM, the WTP was elicited from two aspects, namely an estimation of the implicit price of each environmental attribute of the sanitary landfill and an estimation of compensating surplus for a newly constructed modern sanitary landfill. Differently from CVM, a single WTP was obtained for a newly constructed sanitary landfill. The CM results revealed that households were willing to pay for the implicit price of each attribute; RM3.13 per month for treated leachate discharge, RM2.54 per month for a reduction in bad odour intensity, RM12.61 per month for controlled propagation of disease vectors and RM4.31 per month for an improved view of the landfill, ceteris paribus (assuming other attributes unchanged). The outcomes for WTP for a newly constructed sanitary landfill showed that the households were willing to pay RM7.62 per month from a compensating surplus estimation in CM and RM7.23 from WTP estimation in CVM. The CM results were also manipulated into Benefit Transfer (BT) and Cost-Benefit Analysis (CBA). The outcomes of BT showed that the demand functions for Kota Bharu and Bachok were significantly different, hence, not transferable. The implicit prices of bad odour and view were significantly similar in Kota Bharu and Bachok indicating transferability of these implicit prices. The transferable implicit prices were interpreted as an additional solid waste management fee and they were utilised in CBA for the sanitary landfill. By using a discount rate of 5 % and 10 %, the accumulated net present values were RM50,264,040 and RM32,618,078 with a benefit-cost ratio of 1.50. These results signify viability for sanitary landfill implementation. From a policy context, this study provides demand side information on the non-market value of a sanitary landfill for project plan usage and to circumvent rejections by households in the future. In theory, this study examines the influence of socio-cultural factors with regard to the WTP of the households. From the methodological aspect, this study demonstrates the application of CM results into BT and CBA for project or policy appraisal, WTP comparison between the outcomes from CM and CVM and approaches used for questionnaire distribution in accordance to the local culture.,��Certification of Master��s / Doctoral Thesis�� is not available,Ph.D | |
