dc.description | Learning information security is important in the public sector in order to safeguard the government assets. There is a need to structure the learning content for information security due to its broad scope and diversity. Currently, the Malaysian Public Sector ICT Management Security Handbook (MyMIS) is the main reference point used by the ICT Security Officers (ICTSOs) in performing their responsibilities related to information security. However, MyMIS has a few limitations which can be overcome in this research. MyMIS lacks in structure, coverage and up-to-date information security content due to the various possible security events that can occur in the public sector and due to it being a non-digital entity that goes through the time-consuming process of editing, publishing and distribution. The objectives of this research are to identify the new areas of information security learning content to reinforce the existing learning content, to develop a classification for learning content in information security and to develop a prototype as proof of concept. The research methodology consists of four phases namely literature studies, analysis of learning content and structure, design and development and verification. This research involves the study on literature and related works in learning content as the research domain and information security as the problem domain. The definitions, theories, concepts, standards and research works related to learning content and information security are analysed and discussed. A prototype in the form of a Learning Content Management System (LCMS) is developed as proof of concept and verified for correctness of design. This research achieves the objectives in identifying the new areas of information security learning content to reinforce the existing learning content and in outlining the delivery mechanism for the learning content and to develop a prototype as proof of concept.
