dc.descriptionIn Malaysia, very few studies, if any, are available on strategy training or strategy-based instruction which can provide a good foundation for designing and developing learning-to-learn materials. Therefore there is a great need for a study that investigates into this area. This study was designed a) to analyse the needs of the EFL learners in UKM for a learning-to-learn module and to identify their language learning strategy use, b) to design and develop a learning-to-learn English module for them and (c) for the module to be evaluated by experts and the EFL learners. The study was conducted on 80 EFL learners in UKM (40 at the analysis stage and another 40 at the evaluation stage). The two main instruments exploited in this study are the Foreign Language Strategy Use Survey developed based on Cohen, Oxford and Chi (2005) and the Learner Training (LT) Module Evaluation Questionnaire. The learners’ evaluation instrument assessed the module based on the three important aspects of content, usability and user friendliness. The ADDIE instructional design model was employed as the framework for the design and development of the learning-to-learn module. It was discovered that the EFL learners prefer certain qualities to be infused into the module like using English as the instructional language and that the module should come in a printed form. Based on this and their language strategy use, a learning-to-learn module called LEO (learning to learn English organiser) was developed. LEO was evaluated by two experts in the field of module development and language learning strategies and received positive feedback with few adjustments suggested. The evaluation by the EFL learners proved to be as successful where the overall evaluation showed that the average mean scores for the three criteria of contents, usability and user friendliness are 3.3, 3.3 and 3.2 respectively. For the evaluation of the individual units, 11 out of the 15 learning units managed to gain the score of 3.25 above, indicating that they are of very good quality. The other four units scored above 2.6 and belong in the ‘good’ category. It was also discovered that the EFL learners prefer to make use of strategies like learning grammar through formulas and mnemonics which can help them to learn easier and faster. The evaluation of the effectiveness of LEO in strategy training and in improving learners’ language competence can perhaps serve as the foundation for a future research.,Master-
